To: The Hon. Colonial Secretary,

Hong Kong.

Sir,

I have the honour to inform you that the Air Ministry is desirous of immediately commencing building both on the Officers Mess site and on what is known as the triangular area at Kai Tak. I am instructed to enquire if your Government will agree to immediate transfer of these areas on a free basis granting full maritime rights. The latter is necessary as it is essential that Flying Boats should have unrestricted access. It is understood that His Excellency is being communicated with on this subject by letter.
